Pennsylvania

Pennsylvania had a constitution before it really had a constitution. This document was called the Frame of Government, originally penned by William Penn. It, along with the original charter for the colony, formed the basis for governance until the erstwhile colony was transformed into one of the original 13 states, coming a close second to Delaware.

Preamble to the Constitution

“WE, the people of the Commonwealth of Pennsylvania, grateful to Almighty God for the blessings of civil and religious liberty, and humbly invoking His guidance, do ordain and establish this Constitution.”
